There is a time limit on the DMG boost, but you will likely use Alhaitham as part of a rotation so the cooldown on this weapon should coincide with when you take him off the field. And as a Dendro character, Alhaitham is naturally going to have a high EM. For Alhaitham in particular, the Light of Foliar Incision increases his DMG depending on his Elemental Mastery. The Light of Foliar Incision is a fantastic sword for almost any DPS character because of its passive Crit Rate and Crit DMG boost.
